using VISIO layers

I want to use two visio layers, I want to put photos on each layer.  I then want to make the top layer with its photo transparent enough so that I can see tha background layer under it.  then I can move the top  layer to see if it is a match to the bottom layer.  I tried to do this, but when i put a photo (jpg) file on a layer, and set the layer transparency properties, the photo transparency is not affected.  What am I doing wrong?

I think that the transparency function only applies to Visio shapes, not to imported images.

It doesn't really work for visio shapes with a fill color neither.
As work around we may suggest to set all but the one desired layer to invisible, select all shapes left, set their transparency to the desired transparancy and show again all the other layers.
You can record a macro, to automate these settings.
