Within Visio I can store multiple hyperlinks and that works nicely.    I would like to export to PDF so that others only access read-only and I can control who updates the Visio files.  Saving as PDF works great - except that only 1 hyperlink gets stored.   Question is this a Visio limitation or an Adobe limitation?   Can I get the created PDF to show multiple hyperlinks?

I presume you mean one hyperlink per shape, that's normal. You can have multiple shapes with each one having a different hyperlink (you probably know this). Multiple hyperlinks is a Visio "special", other software won't be able to handle this.
