Visio outputing Read-only files

When you folks want to make sure that your work is read-only how do you do it?   I was attempting to do by saving as PDF - but - PDF's limit you to 1 hyperlink.   Is there another file type or something that will ensure read-only access.

I tried Web output the issue I have with that is that the number of hyperlinks is still limited to the first one. 
It would be best if it worked as it does within Visio - show the user all the hyperlink choices and let a click decide it.
It would be ok if a user could right-click on a shape to be shown all the different hyperlinks and then to choose one.
