Creating a Frame Shape using the ShapeSheet

I'm trying to understand the shape sheet. 

I want to create what I consider to be a relatively simple shape that consists of two rectangles.

The outer rectangle is what gives the shape its size.  It has a slightly thicker black border and has a fill color of red.

The size of the inner rectangle is 1/8 inch smaller on all sides so that it fits inside the outer rectangle exposing just a portion of the red as a picture frame that is 1/8 inch wide.  The inner rectangle has a thin border and holds the text when clicked.

How do I "attach" the inner rectangle to the outer rectangle so that "picture frame" remains 1/8 wide no matter how you resize the outer rectangle?

I'd also like to have a "drag point" that would allow the user to change the width of the frame.

Is this something that the shape sheet can do?

Is there a separate sheet for each rectangle?

I have a shape that will do exactly this, it's part of my SDL for Visio, you can download it from
http://www.sandrila.co.uk/visio-sdl/, unzip it and get the stencil "Z100 system.vss". You will find a shape called "Block type".
The gap between inner and outer is set to 1mm but it is easily changed within the shapesheet.
