Reordering background pages

I use Visio to make construction drawings.  Each drawing runs to 20-25 foreground pages with maybe 12-18 background pages.  Many of the background pages have their own background pages.

Visio make is easy to order foreground pages but when you create a new background page, it seems to be inserted in more or less at random.  It would make it easier to find a specific background if there was a way to control the order of the background pages.  Is there any simple way to do this?  If not, I will spend the effort to write an add-on to allow me to do so, but would rather not if there is some magical way within Visio that I am unaware of.

As far as I can see it is not possible to change the order of background pages at all.
