Text Block Selection and Alignment Question

If I have a text block and the green selection outline is much larger than the text block.  Is there a way to automatically resize the selection outline to the size of the text block?  I know I can drag the selection handles to eyeball it but that's difficult sometimes.  The reason I ask is because I'm having trouble aligning text blocks.

Aligning text boxes is somewhat problematical.
1.)  Position of text depends upon justification, vertical alignment.
2.)  Text can line wrap if box width is too narrow.  Really narrow box will push the text above/below box.

But, the green outline that you see, IS the text box.  Has very little to do with where the actual text is.  You can go into the shape sheet and force the width of the box to match the width of the text, but the height will still be a problem.
