Inconsistent horizontal and vertical scales

In Visio 2000, the horizontal and vertical scales are not the same on the screen, so that to draw a circle, I have to draw something that looks like an ellipse.  The 8 1/2 by 11 page drawing area looks out of proportion.  Can't find anyplace where I can change that setting.   Any suggestions?
