VisSolPublish for Visio 2003 and later?

I use the Visio SDK's VisSolPublish tool to get the custom templates that I develop into the Visio File > New list.  This works great for Visio 2003 when I specify "Visio 2003 and later" and for Visio 2007 when I specify "Visio 2007".  But, when I specify "Visio 2003 or later" customers with Visio 2007 do not get the template in their File > New list.

I've googled this problem and haven't found anything specific about it.  I also used Orca to look at the msi file and the values look like they're correct.  The closest I came to finding something was in the msdn article on Publishing Visio 2007 Solutions which says "If you want to publish a file to both Visio 2003 and Visio 2007, assign the files different names. If you assign the same name to both files, Visio uses only the Visio 2007 version."

Is this a known issue? Is there something different I need to do to get this to work?
