I just recently had a project where I had to make hyperlinks to other pages in the Visio document and convert to PDF. Whenever I published the PDF the links would not work at all. I tried everything for weeks and researched for countless hours just to find out by random chance that the One Drive app on my desktop was the issue. One Drive was negatively effecting my word documents and not saving the correct images I cut, copied and inserted from paint (it was saving/publishing the original inserted pictures as though they were never edited). When I finally deleted the app from my desktop and published the PDFs again all the hyperlinks worked without any issues. What a catastrophe.
