I've forgot the way to confirm the version.
The version of my Visio is 1701, so called for deffered at
https://technet.microsoft.com/en-us/library/mt592918.aspx .
May be they forget something or now they are translating into Japanese.
Yesterday, I was called by a person who is a user assistant person of Microsoft.
The templates for education are not yet included in Japanese version of Visio.
After this answer I changed my Visio into English version, and confirmed the templates are really exist .
I uninstalled the Japanese version of Visio pro for Office 365, and installed the English version.
Good news, now we can understand your screenshots. :D
