I am using Visio 2016 pro for Office 365.
The latest updates on June 2016 include new Draw tab at

When I open user settings window in files/option, I can see the draw tab in the list.
But new tab is not added on my Visio drawing window.
Self answer.
New Draw tab appears, only when added as user settings.
1. Ribbon Select menu User Settings in File/Options/.
2. Select All Tabs in drop down list of Select Command.
3. Select Draw in the list of main tabs.
4. Press Add(A)>> button.
5. Press OK button of Option window.
Then the Draw tab appears on Visio drawing Window.
The announcement of the new draw tab is now deleted in "What's new in Visio 2016" !
Why!
It is already fixed!
