New callout for Icon Set?

I'm not quite gertting the documentation on the MSDN site.  Can someone here lend me a clue to shove me in the right direction?

In Visio 2007, I would like to create a new callout with 5 different simple icons.  I can get to the New Icon Dialog box or the Edit Icon Dialog box, but I can't figure out how to create a new entry in the callout pulldown that contains the 5 images I want to use.

How do I create a new entry in the callout pulldown of the New/Edit Icon Set dialog box?

I'm going to make a wild stab and guess that by 'callout' you mean data graphics.
