Links for web design

I am using visio to build a model of a website.  I have been using links.  I am wondering if there is a way to have the links that I put on the background level be in action on all pages of the site. 


Paul Herber once (in 2008- ) addressed this question and wrote:

"A way around this would be to create a page with all your framework
shapes and put them on a layer. Now make all the shapes on that layer
can be protected (select all the shapes, then menu Format ->
Protection) and menu Format -> Behavoir and turn off the Selection
highlighting.
Save that as a template. Now all the shapes are safe and the
hyperlinks on those shapes still work."

I am having trouble following these directions becauee I am a newbite.  Can anyone help?
