This thread is great!  Thanks for the many useful insights.  I've used the right-click suggestion by Yacine, and it works as stated.

But I do have a follow-up question, oh gurus...

Is there a way to make that functionality available on all pages by default, or at least all new pages?

The obstacle I see (as a Visio neophyte) is that by default, my new pages only have the "Flowchart" and "Connector" layers until I add shapes or manually add layers.  So, is it possible to duplicate a page or create a new page template, including the Action and Layer properties, so that each page starts with all layers in the same order, and the right click menus enabled?

write a macro that takes advantage of the 'pageadded' event to add the changes to the new page.
