Deploying a .vsl in Visio Solution Publishing Tool

I have a Visio add on I want to publish, this comprises a .exe file and a .vsl file. I've got the .msi file created and the Publish Component table added, now in the Visio Solution Publishing Tool (VSPT) I can publish the .exe file ok, not the .vsl though. The VSPT wants an ordinal value corresponding the VAO_ORDINAL in my code, however, in  my code VAO_ORDINAL is a calculated value, it's the index value of the next available addon slot. How can I tell VSPT what to use?
