Save As Web Page function stripping off hyperlink on shapes

Hi there,

I have an organization chart that I'm trying to save as a web page and publish.  If I use any output format other than .vml, the hyperlinks on the shapes work correctly, but the Pan and Zoom tool does not appear (which I really need).

If I output in .vml format, the pan and zoom tool displays but the hyperlinks to the other pages get replaced with #.

Any ideas on how to fix??

I found out that this was a bug with Visio 2003 and has been corrected with 2007.
