I believe I have seen some extension, or some service that can take a hand drawn diagram like this and then convert it to a valid Visio diagram using shapes (in the current stencil?)
But I don't remember if it was really the case or I just mixing up something? Maybe somebody can remind me? thank you in advance!

There were shapes that made it look like the shapes were hand-drawn ...
That's not what I mean :)
I mean, I make a photo of a dashboard (like the one on the picute) and then feed it to something and then get a nice "beautified" diagram as the output, made of shapes from a specific stencil.
I assume there should be ML / intelligence behind that is :D
I wonder if it was in OneNote?
I found this research paper, but I haven't found any implementations:
SmartVisio: Interactive Sketch Recognition with NaturalCorrection and Editing (https://www.microsoft.com/en-us/research/wp-content/uploads/2016/07/07-2014-acmmm-demo-SmartVisio-mm14td.pdf)

Maybe - I'm not sure :)
Could you share some link where it's explained how to use it on OneNote?
I.e. how in OneNote one converts a "hand-drawn" diagram to a "professionally drawn" diagram?

Yes, I was under impression I have seen the implementation (i.e. something you can run)
isn't the real trick here for visio is to be able to access a pixel. I believe other programs can access a pixel, so could
use them to create a JPEG or PNG to paste into visio. But I don't think that is what you are after.
I think I'm more or less after what's Chris posted... just I'd like to see it in a form of application and not in a form of a science article :D
Namely, where do I download those "SmartVisio" or "PPTLens" things mentioned in the articles (https://www.microsoft.com/en-us/research/project/sketch-recognition/)..? Are they publicly available? Are they abandoned?
That is, you draw a diagram on a class board for example (i.e. physical one), or just on a piece of paper, with a pen or a pencil, then make a photo of it,
then send it to some 'system' that produces nice looking Visio diagram using given shape set.
